CoRD2 Emergency App Synchronization

Project Objectives

To provide Emergency Managers (EMs) with real-time geospatial information and a combined web/mobile app ecosystem for responding to natural disasters. The project focuses on visualizing EM-relevant data in a 3D environment to improve situational awareness and predictive response for the UCF campus.

Deliverables

  • Successfully tested the mobile digital twin application during an emergency management drill in April 2025.
  • Developed a CesiumJS-based 3D geospatial engine integrating Google Photorealistic 3D Tiles and real-time sensor heatmaps.
  • Implemented a server-side API proxying system using Node.js/Express to integrate TomTom Traffic, NOAA Weather, and Blues Notehub IoT data.
  • Created a weighted Flood Risk Scoring System and Social Vulnerability Index (SVI) analysis tool for localized danger assessment.
  • Engineered a Dynamic Polygon Height Adjustment algorithm to mitigate 'Z-fighting' between 2D land-use data and 3D terrain models.
  • Integrated live HLS video streaming via Video.js for real-time traffic monitoring via FDOT cameras.
